5 US gal rated, less 15% for substrate and fill line, is 4.3 gal of water. A 78F target minus a coldest-room 68F is a 10F lift. 4.3 x 0.35 x 10 = 15.1W required. Nothing is sold at 15.1W, so the answer is the 25W.
A rated 5-gallon holds about 4.3 gallons of water once there is substrate in it and you have stopped filling below the rim. Against a typical American room - Aquarium Co-Op publishes 67 to 69°F as common - and a 78°F target, that is a 10-degree lift and 15.1 watts of heat.
The nearest thing anybody sells is 25 watts. So the answer is 25 watts, with the honest caveat that you are buying about sixty per cent more heater than the arithmetic strictly requires, and that is fine: an oversized heater cycles more often, an undersized one never gets there.

At the 64°F row you are asking for a 14-degree lift, which is past the 12°F Fluval publishes as the ceiling for a single heater. The 25W still clears the arithmetic - 21.1W required against 25 available - but it will run close to continuously. If your room genuinely sits at 64, the better fix is a lid and moving the tank off the exterior wall, not a bigger heater.
Why not just buy the 50W for headroom?
Because the failure mode that actually kills bettas in a 5-gallon is not an undersized heater, it is a stuck-on thermostat. Fifty watts dumped continuously into 4.3 gallons of water raises the temperature far faster than 25 will, and you will not be in the room. Buy the wattage the sum asks for, round up once, and stop.
The five-gallon-specific problem nobody mentions
Most 5-gallon tanks are 10 to 12 inches tall and the popular nano heaters are 5 to 6 inches long, which means the heater occupies half the water column wherever you put it. If you are running a rear-chamber kit like the Fluval Spec V, put the heater in the rear chamber and the problem disappears entirely. If you are running an open tank, lay the heater horizontally along the back glass just above the substrate - most nano heaters are rated for horizontal mounting and it hides far better.
The thermometer is not optional
Every heater on this page is preset or dial-set, and both are claims rather than measurements. Put a glass thermometer at the opposite end of the tank from the heater and read it whenever you feed. That habit catches a stuck thermostat within a day, and a day is usually survivable.
What we cannot tell you
Which of these holds calibration after a year, and which brand sticks on most often. Those are the questions that decide whether a heater is any good. Answering them takes a lot of heaters and a lot of time, we have neither, and we would rather say so than publish a confident guess.
